Welcome to the third annual IPAF Middle East Convention taking place for the first time in Abu Dhabi. 

The convention brings together key industry professionals, providing an opportunity to hear from international speakers on developments across the region and beyond.

Representing a full spectrum of the powered access industry, delegates include manufacturers, dealers, training companies, users and operators. It promises to provide an exceptional educational and networking opportunity for all.

A range of current topics, technical and best practice advice, and safety guidance will be discussed throughout the event by a variety of industry speakers. For more information, please see the programme and speaker sections.

SPEAKERS

Osama Ahmed Melhem

Capability Development Senior Specialist, QCC

Osama leads the development of Abu Dhabi’s Conformity Assessment Bodies (CABs) through training and proficiency testing programmes in a range of fields. He was previously an advisor to the Emirates Authority for Standards and Metrology, and was the director of the metrology department at the Jordan Institute for Standards and Metrology. Prior to that he was head of the measurement laboratory at Jordan’s Royal Scientific Society.

In 2009 he received an OIML Award for his contribution to metrology in a developing country, and the same year received the King Abdullah II Award for Leadership Excellence. In 2005 he received a Creative Engineer Award from the Jordanian Engineering Association. In 2014 he drafted the first Arab directive for measuring instruments, which was adopted by the Arab Industrial Development and Mining Organization. He is also a prolific technical author and regularly publishes via his YouTube channel.

Steve Carpenter

Head of Health, Safety & Risk Management, WSP

Steve is the Head of Health, Safety & Risk Management in the Middle East and a part-time psychology student at Derby University.
 
Steve has a diverse and widespread range of experience in the Middle East and the UK across the construction, infrastructure and civil engineering sectors and has worked on some of the largest construction projects in Europe, including the London 2012 Olympics and Crossrail.
 
Steve currently provides strategic health and safety advice to Dubai Aviation Engineering Projects, and the Executive Council of Dubai as well as delivering a behavioural safety program for Abu Dhabi Distribution Company.
 
Steve’s qualifications include master’s degrees in both Health and Safety Management and Behaviour Change, as well as an Honours Degree in Construction, providing invaluable capabilities in setting standards and influencing organisations towards achieving a Zero Harm environment.

Rob Cavaleri

Chairman of IPAF’s Middle East Regional Council and Regional Safety, Training and Compliance Manager for Manlift Middle East

Rob Cavaleri is Regional Safety, Training and Compliance Manager for Manlift Middle East and Current Chairman of IPAF’s Middle East Regional Council. In addition, Rob also is holder of a senior instructor licence with IPAF.
 
Rob started working in the powered access industry in 1985, beginning with aluminium towers and light  stages, soon followed by telescopic handlers, Mobile Elevating Work Platforms (MEWPs) and power generators. Rob has over 32 years’ experience in industry in Australia, Europe & the Middle East. Rob retains his passion for access equipment and adheres to lean and safety management principles, using his skills to provide professional advice and support to customers on all things powered access-related.

Kevin Crilly

Regional Manager, Lifting Equipment Engineers Association (LEEA)

A dynamic, resourceful and self-motivated mechanical engineer with 45 years’ operational experience in the management of crane and lifting engineering systems including procurement, inspections, classification, servicing, and maintenance. Kevin has considerable expertise in training, security, fleet and facilities management and human resources, as well as QHSE systems particular to Crane Operations and Lifting Engineering.

Rupert Douglas-Jones

Technical & Safety Officer, IPAF

Rupert Douglas-Jones is IPAF ‘s Technical & Safety Officer and is responsible for the co-ordination of both the IPAF Manufacturers’ Technical Committee and the IPAF Vehicle Mounted Manufacturers’ Technical Committees, as well as representing IPAF on various other committees and working groups (ERA Technical, Era Sustainability, Chair or BS 7981, IPAF Toolbox talks working group, Strategic Forum Plant Safety Group). He is also instrumental in developing many of IPAF’s technical guidance notes, e.g. on harnesses, on familiarisation and on ground conditions.
 
He is a certified IPAF senior instructor and examiner for MEWPs, having previously held the position of IPAF’s International Training Manager. He has considerable operating experience on many different MEWP makes and models, as well as fleet management experience. He also has legal knowledge and frequently serves as an expert witness for the powered access industry.

John Ewing

Department Manager – Training & Capacity Building, OSHAD

John is a Chartered Health and Safety professional with over 20 years’ experience across many sectors and industries. John began his career in the UK, working with a major retailer, assisting in reducing accidents and injury claims by more than a quarter. John has since worked with many major companies as a consultant implementing OSH systems and strategies.
 
John moved to the UAE in 2006 and joined OSHAD in 2010 as an advisor, where he has been instrumental in the development of current OSH regulations for the emirate of Abu Dhabi.

Angel Ibanez

Global Representative for MCWPs & Related Products, IPAF

Angel Ibanez is IPAF’s Global Representative for MCWPs and Related Products is in charge of developing IPAF’s membership services offer and training programme for MCWPs.
 
He has broad experience in the MCWP and hoist industry worldwide, with a decade as Sales Manager for SALTEC, a Spanish manufacturer of TORGAR lifting equipment, and latterly as an independent consultant in the sector, advising commercial clients and industry bodies in Europe and Asia, including the Japanese Lift Climber Association, with a focus on developing and adapting industry standards.
 
He holds a master’s degree in Industrial Engineering and an MBA.

Phil Jones

Service Manager, JLG

Phil started his involvement with the powered access Industry in 1997 when leaving the British Armed Forces to join what was then Nationwide Access (now Lavendon) as a service engineer where he worked his way up to National Technical Manager, Large Booms & Scissor Lifts.
 
In 2008 Nationwide purchased the Platform Company and Phil was offered a role in the Middle East with Lavendon (Rapid Access) in Saudi Arabia. He then switched to Instant Access (Kharafi National) in Kuwait in 2010 as Regional Service Manager for Kuwait, UAE and Qatar then, in 2014 , he took a role with JLG as Service Manager for the Middle East, South Africa and now India.

Sharbel Kordahi

Managing Director – Genie Terex

Sharbel joined Terex AWP in March 2010 as Regional Sales Manager. Working together with the Middle East team in a very challenging economic environment, he very quickly stabilised the business and successfully implemented a new strategy to penetrate the market and drive profitable growth. In July of 2011 Sharbel was promoted to General Manager of Terex Equipment Middle East, assuming the legal and administrative functions and responsibilities for all business segments.
 
Prior to joining Terex, Sharbel held the position of Business Unit Director, Industrial and Professional products, at Karcher Middle East FZE, a Germany-based global manufacturer of industrial and consumer cleaning equipment.

Rob Munn

General Manager SHEQ, Al Naboodah Group Enterprises

Robert joined Al Naboodah Construction Group in 2013 as the Group HSE Manager, overseeing all health, safety & environment issues across the building and civil engineering divisions. In January 2017 he took up his current role of General Manager SHEQ for the entire Saeed and Mohammed Al Naboodah Group.
 
Robert has more than of 31 years’ experience in leadership and risk management, including a distinguished career in the Royal Air Force. He has also worked for Al Futtaim Carillion and Six Construct in the UAE, in various HSE-related roles.

Tim Whiteman

CEO and Managing Director, IPAF

Tim Whiteman has been CEO and Managing Director of the International Powered Access Federation (IPAF) since January 2004. He has more than 25 years’ experience in the lifting industry, mainly as a publisher and journalist. He founded The Vertikal Press in 1999, publisher of Cranes & Access, Kran & Bühne and vertikal.net. Previously he co-founded KHL International, launching leading magazines such as International Cranes and Access International. Over eight years, he was both editor and later financial director.  He sits on the Access Industry Forum and is a member of the European Rental Association (ERA) Statistics Committee.
 
Tim holds a PAL Card (Powered Access Licence) to operate scissor lifts, self-propelled booms and vehicle-mounted platforms.
